This url covers how to use ppm through proxies and other options:

http://www.activestate.com/Products/ActivePerl/docs/faq/ActivePerl-faq2.html

Your command will not work since the filename is DB_File (no .pm):

C:\WINNT>ppm search DB
DBD-CSV [0.1023] DBI driver for CSV files
DBD-DB2 [0.74 ] Perl driver for IBM DB2 Universal Database
DBD-Mysql [1.2200] DBI driver for Mysql datasources
DBD-ODBC [0.28 ] ODBC driver for the DBI module.
DBD-Oracle [1.06 ] Oracle database driver for the DBI module
DBD-Sybase [0.23 ] DBI driver for Sybase datasources
DBI [1.14 ] Database independent interface for Perl
DB_File [1.73 ]
MLDBM [2.00 ]
