Eric, I have not installed it, and it looks like there is there's no PPM at ActiveState at least according to http://aspn.activestate.com/ASPN/Modules/dist_html?dist_id=9350, unless someone else has built one? Please shout if you have!
Net::Z3950 relies on the Yaz toolkit and Event.pm. Event will not build under MSWin32-x86-multi-thread, so that likely rules out ActiveState. According to http://www.nntp.perl.org/group/perl.cpan.testers/91392 Event will build under cygwin-thread-multi-64int. So perhaps if you change your perl to cygwin, have C++, Yaz and Event installed, you might get it to build. I wish I had time to try it out.
