You can search LoC freely using Z39.50 (Net::Z3950::Zoom from cpan), 
a search using subject heading 'Perl (Computer program language)' should
be a good starting point. The same search could be used against other
z39.50 targets (e.g. National Library of Scotland for UK publications).
