Hide clock_gettime() from macOS 10.12+ for pre-10.12.
When building on current Darwin but deploying to macOS 10.11.x or
earlier, we need to convince Time::HiRes to use its override of
clock_gettime() rather than the system-supplied one.
Addresses [perl #128972].
