Respect j8 in HARNESS_OPTIONS
4aef61a2fe7a73e9a5551a86cfbaac576e8757c5 broke setting the number
of jobs via the environment variable HARNESS_OPTIONS. This patch
allows re-enables setting the number of jobs via HARNESS_OPTIONS again.
