Revert "version.pm's vutil.c has been customized in blead"

Revert vutil.c changes from ba04a9040af061424b6d6f0b1e888cd3ce4b3d9f
This part of the change should not have happened, because vutil.c is
maintained outside of core, and this particular change isn't appropriate
for older perls.
