Exporter: remove unneeded recommends on pod testing modules
Exporter doesn't use Test::Pod::Coverage anywhere.
The CPAN release includes a test script optionally using Test::Pod, but
this is pointless. Exporter's pod is already tested by the core tests.
It doesn't need its own test.
