Reorder parts of 5.44 perldelta
This moves the discussion of fixing an off-by-one bug out of the
enhancements section and into the bugs fixed section
It reorders the remaining items in the enhancements section to what I
think are descending order of importance.

perl544delta: Clean up qerror entry
This explanation included text about the state of things that only
existed during the 5.43 development cycle, so does not apply to a delta
between 5.42 and 5.44.
The text about op_clear() is split off to a different entry. To the
reader these are unrelated. They just happened to be found and fixed at
the same time.
