I've committed changes #22422 and #22425 which should fix a few of the
t/op/write.t test failures seen in smokes. The first removes assumptions
about whether 999.995 will round up or down, which I presume is
machine-specific, and the second fixes some failures seen under stdio,
because an output file wasn't closed before reading it back in.
