I would make a bet.  I doubt that there's more than a handful of
people using the patches.  You and Abigail aren't really
representative of most of the perl users out there.[1]

It hasn't been in a stable release.  Until 5.10 comes out, its fair
game to change.

Google for q[perl "sub err"], and there are lots of uses out there.

If the users of these scripts get errors or weird issues when
upgrading to 5.10, they won't.  And that'll be a shame, because 5.10
has/will have lots of cool stuff.
