Good day,

Recently, while researching a request for a a liability-nervous
customer I noticed that some of the core modules (notably IO::File and
Carp) do not have LICENSE sections in them.  I understand that these
files are packaged with Perl and are therefore under the same terms,
but I was wondering if there was a reason not to include the LICENSE
section explicitly?  I can imagine someone issuing a non-standard Perl
distribution and then someone using CPAN.pm to download a core
module...or someone simply being surprised, as I was, when they
discover that it isn't stated and they have to guess.
