My quotes are verbatim of sections 8.3 and 8.2 in their entirety, excluding non-normative 'Notes:' paragraphs.
In any case, ITU-T X.690 (copyright December 1997) section 8.3 "Encoding of an integer value" is an almost exact copy of X.209 section 8.
