A better way to declare strict ANSI-C-ness in Tru64 is to use
the -c99 for ccflags (but still -std1 for the lddlflags), but
of course use the -c99 only if it is available.

A useful feature that becomes available with -c99 is the __func__,
which is handy for the -DPERL_MEM_LOG.
