Yes. It's bug #35895. I logged it as a bug with Apple (ID# 4139653) but have heard not a thing about it. Apple's database lists it as open.

The most precise way to make the failing test pass on Darwin would be to have lib/locale.t skip locales with names containing eu_ES for Darwin versions between 8.0.0 and 8.2.0. No, make that 8.3.0: apparently the next Mac OS update is pretty imminent, and if this bug's still open, it won't be fixed in the update. I'll try to look into it later today.
