[perl #125051] Roast rakudo skip/todo test:./S04-declarations/state.t line:133 reason: 'embedded closures in regexen'

This test failed because it assumed that +'3bc' evaluates to 3. The thing it 
was supposed to test (state() within a regex) worked as expected.

I fixed und unfudged the test with commit
