Other folks have waded in, and I'm OK with whatever we end up with.
(I do think the idea of separating stuff into subdirs is a Good Thing)
The one objection I have is to moving READMEs of any sort out of the
root dir. Few enough people read them as it is--let's not force
people to go hunting for 'em.
