Uh? There are other english locales than US...
For a concrete example, "shift 3" on en_GB keyboards tend to produce the
Pounds Sterling character, "£", rather than the dollar character, "$". Well,
sometimes they don't, and it's usually down to assuming US English is used
in all English locales.
Nicholas was making a joke--implying that what we speak in the US isn't "English".
