Depending on how "not core" you're interested in, tcl is currently a little stalled - 
check out languages/tcl/TODO - there's quite a few tasks involving writing PIR (implementing 
various commands) or perl (writing tests).

Volunteers welcome. (BTW I spoke with some of the folks on #tcl the other day and got 
some motivation back, so hopefully you'll see some patches in the next few weeks. =-)
