Except that for someone who downloads a tarball, the default should probably be to check the manifest. Or, perhaps we could use the shiny new Makefile.PL script (chromatic++) to differentiate. Running Configure.pl defaults to --nomanifest, running "perl Makefile.PL" checks the manifest. Pm
