To my way of thinking, deprecation is for parrot features, not
developer tools, so I don't think we need to follow the same rules
here. (But if I'm overruled, we need to decide before the release this
Tuesday.)

I would say the plan should be to make "make smoke" a synonym for
"make smolder_test", remove the smoke support from the repository,
potentially remove some items from the CPAN Bundle, and call it a
night. That, and say something on the list. (which we're doing right
now.). And maybe post something on the parrotblog or a news article on
the new site.
