Cool, I like the perlishness of your proposal. But not so sure about "qc".

Would this be a function? Why would it be a function? What would qc imply,
"quote comment"? This is confusing since no quoting is actually intended.

You are correct though, I am inspired by C++, Java comments of //... and  /*
... */ so am exposing my non-perly bits a little :-)
