Every topic should not have its own list.

Those topics which meet the following criteria should have their own
list:

- high traffic
- only interesting to some people
- WG lead wants them to have their own list

I'll usually wait and see whether the people involved in a discussion
want a list, or perhaps until there's some outcry over the amount of
posts on one topic.  That's why I asked "do any of these groups want a
sublist?" rather than presenting them as a fait accompli.

If you disagree with the WG/sublist format for Perl 6's design phase,
take it up on bootstrap.  Preferably a week or two ago, when it was
being discussed.  I'll loan you my time machine, if you like :)
