This doesn't affect your reasoning.

Also, time zone abbreviations are ambiguous. PST can be
Pacific Standard Time, Pakistan Standard Time, Phillippine Standard Time.
Probably others are similarly overloaded.

This means that even a well formed time string complete with timezone
abbreviation isn't actually absolute.
