[S08] Minimal changes to Context Deferral, needs more attention.
Removed the @%a form because that's already defined as @(%a). The ¢a
form doesn't exist anymore, however it's temporarily left in the spec
because I'm not clear on what context deferral exactly is, much less why
Capture and Parcel need to be treated separately for it.
