In this specific ad that means that you'll have to use both (specifically, 
there're existing PHP and Perl applications that need expanding and supporting).

That also means that you at least have to know one of the languages to start 
doing something immediately while you're being taught the stuff you don't know 
yet. This is a Junior vacancy.
