As you might have discovered already, I just filed a bug report on the
Config-IniFiles RT queue. It was assigned the [rt.cpan.org #59152] ID.

Peter Gordon was kind enough to direct you to an excellent UTF-8 (and
Unicode in general) introductory text.

I might add another good starting point: "Joel on Software, The Absolute
Minimum Every Software Developer Absolutely, Positively Must Know About
Unicode and Character Sets (No Excuses!)" by Joel Spolsky

lengthy title... :-).

BTW, I didn't realise UTF-8 needed a BOM. Can you elaborate on it? I'll try
