Dear Shlomi, As you might have discovered already, I just filed a bug report on the Config-IniFiles RT queue. It was assigned the [rt.cpan.org #59152] ID.
Peter Gordon was kind enough to direct you to an excellent UTF-8 (and Unicode in general) introductory text.
