I know it sounds like a long shot, but have you tried Haifa's
municipality? I don't think it's a coincidence that Wikimania was held
in Haifa last year, and August Penguin on this one. Maybe there's someone over there lately being friendly with people who want to organize stuff like this. Just an idea.
