Thanks for your query.  Technically, you can post without being
a member but the realities of spam these days may mean your
message won't make it through.  The page from the PDL web page:

   http://pdl.sourceforge.net/maillists/

does make a more definite statement that subscribing is a part
of using the mailing lists.  The list info page at

   http://mailman.jach.hawaii.edu/mailman/listinfo/perldl

does not make it so clear.  If we now require, or effectively
require, list membership to communicate, perhaps the wording
in under the second heading could be made explicit...
