Yes, it allows for modules to specify meta-information relevant to the distribution. For example: the web site, the problem ticket, the mailing list, the version control system....
If not, I'd remove it altogether - it's existence is surely not part of the solution. (None of my modules include that file.)
It is not mandatory but it does allow http://search.cpan.org to indicate the above type of info for PDL. I'm in the process of making a META.yml for PDL. Still working on the correct syntax but already we have a link to our website from the http://search.cpan.org PDL page....
