Yes, it allows for modules to specify meta-information
relevant to the distribution.  For example: the web
site, the problem ticket, the mailing list, the version
control system....

the solution. (None of my modules include that file.)

It is not mandatory but it does allow http://search.cpan.org
to indicate the above type of info for PDL.  I'm in the
process of making a META.yml for PDL.  Still working on
the correct syntax but already we have a link to our
website from the http://search.cpan.org PDL page....
