Hi Dan, Listening to Rob is always a good idea, and I imagine his suggestion will work.
I have a post on my blog about installing PDL on Ubuntu at http://joelslinux.blogspot.com/2011/05/installing-pdl.html. You might try installing following the instructions within and seeing if perhaps you were missing something or had done something out of order. If not, I would be interested in the resolution you need so that I can add a note on the post.
