Not need to threaten Indonesia with an economic sanction.
Western countries, the US especially, have great interests in Indonesia.
For your record, never Western countries will take actions if there is no
benefit to their national economies and national security.

Humanitarian and morality will never be in the agenda for the realist
followers like Western governments.  As the realism suggests,  Indonesia and
many other developing countries are the pivotal states for the Western.
Those countries are the buffers to balance political and economic stability
in regions to support the existence of the Western.  If you were aware that
the issues of human rights and civil freedom only emerged in international
discussions in earlier 1990s as a result of the end of the Cold War. (For
comparative studies: consider the UN's and the US' resistence in the Middle
East, Eastern Europe, and Africa as Mr. Siregar wrote.)

East Timor and many other incidents in Indonesia are very harmful to
Indonesians.  Not Indonesians are involved in this chaos.  This is a
particular group which believes in the national stability as the answer to a
peaceful transition, although this is not always true.
