This Kyl-Kennedy- Feinstein-McCain- Feingold amendment, SA 54, cuts funding to the Special Call-In Registration program, also called the National Security Entry-Exit Registration System (NSEERS). It also calls on the Attorney General to report to Congress on the NSEERS program. H J Res 2 was passed on January 24, 2003 and will soon be sent to conference to iron out differences between the House and Senate versions. The House version of the legislation does not contain the provision cutting funding for Special Registration. Therefore, the provision will be debated and could be eliminated during the conference. It is essential that SA 54 remain intact in the bill.
