It's CP1256 legacy. The original version didn't have a Persian Yeh, so
people started using the Arabic one instead. It stuck, sometimes through
the alread-encoded information, sometimes through the ignorance of the
people.

Well, you've explained it well. So you know the answer.

There will also be problems if the computer is not connected to the
Internet, or the FarsiWeb website gets cracked, or the computer is an
Apple box, or ...
