hello all. I want to change the character set of a text file from CP1256 to UTF8, which one is better? : 1) use of high level library like icu or iconv from glibc. 2) low level transformation and use of wchar_t data type,(byte by byte) i mean does icu library or iconv functions do that perfectly?
