Hi! Seems that the patch is corrupt. You can grab the patch from here: http://source.kood.ee/ There is also dc2 patch (this fixes no new children being spawned with MinSpareProcessors set to 1 - this was dc1 patch problem, not peruser). Peruser should generally work with any 2.2.x apache version (haven't personally tested, but maybe someone here has). As with the version control system, I think Sean has SVN running somewhere, although it would be nice to have Trac or something similar running for reporting bugs and feature requests. I really like the idea of Launchpad (https://launchpad.net).
