Not a louse or bed bug. It is a nymphal bug. Should be of no concern.

This insect was found on a raccoon skin hat that came in.  The hat is going to 
be used in our event next week.  It is not part any collection.  However people 
are going to be wearing the hat for our 1700’s event.
