Your plan for capture and control for the interior of the building without poison is good. Reduce interior food sources and nesting materials.The key component of any IPM is exclusion. You'll need to figure out how they are getting into the building- replace or improve door sweeps, seal all visible building envelope penetrations with sealant. You can use brass wool (brass scrubbing pads work) if sealant can't be used. Traps with poisoned bait only on the outside of the building is effective in reducing a large population. Due to the concern about the secondary poisoning of predator and raptor species, don't use any second generation coagulants like Bromadiolone. Acute toxins and a short term anticoagulant like Bromethalin reduce the risk to predators.
