Hello, This looks a lot like scales from conifer trees. They cover the new growth and then fall off. Sometimes they are around male cones as well.

I am not sure whether they’re pest related or botanical, but you can see a ladybug in photo 4047, which will give you a sense of scale and the knowledge that there were several ladybugs in these piles (which we also have seasonal issues with inside). Multiple such piles were found on our balcony, along the building’s perimeter. There is very little nearby in terms of plants as this faces our parking lot. Thanks in advance for your help!
