This does look like silverfish damage. The hole is consistent with damage I have seen and it looks like there is grazing as well. Do as Volker suggests, and look for thin spots or trails. This indicates grazing.
What are your environmental conditions? Silver fish much prefer warmish, humid areas. Do you have a water source (sink, drain?) in the area. To determine if it is active or not, and to properly identify the culprit, you should monitor. Place blunder traps (sticky traps) in the area around where you suspect activity, and under sinks, around the edge of the room. If you are not catching any insects then it is probably inactive. Good idea to continue monitoring though.
