Hi Elizabeth, they look like woolly bear casings to me. In other words, my 
guess would be carpet beetle larvae.

I’m trying to identify what pest might have made these structures. They are 
about 4mm each, and my first thought was some form of moth. We found three 
dozen of these casings(?) throughout a 1930s wedding veil we were processing.  
Despite being tightly packed with two dresses and another veil when they 
arrived, the casings were only found on this veil. The other garments appear to 
be synthetics, but I have not tested the fiber in either veil. No living bugs 
were spotted in any of the garments before or after freezing.
