A big subject and good question!

Here is a link to the environmental guidelines jointly agreed on by ICOM-CC and 
the IIC in 2014:

They were arrived at in response to emerging climate critical considerations, 
such as the sustainability and dependency of expensive plant, but also in view 
of international loan agreements, providing a spectrum based on risk assessment 
that allows to mitigate and find solutions for smaller museums to meet loan 
agreement conditions.

I am afraid, these guidelines encourage to move away from the often restrictive 
and unrealistic absolute values and also encourage to explore alternative 
solutions to expensive equipment, so this may not be what you are after.

There may be alternatives to protecting vulnerable material to conditions in 
the environment you are monitoring, such as re-location, re-packing with 
buffering materials, that prevent extremes such as high RH affecting the 
materials. These may be more attractive to management regarding cost and other 
resource implications, and potentially more effective if implemented then 
expensive plant.

Or in other words a risk assessment and cost benefit analysis of varying 
mitigating options for your specific case could help.

Hello,

Situated in a relatively dry and cool part of Norway, our building was 
constructed without humidity-controlled climate systems in non-storage areas.
However, the weather changes experienced over the past two years have caused 
unusual indoor RH variations in out-of-repository work areas, creating 
conditions unsuitable for handling paper-based collection materials

I am now looking for guidelines or standards on environmental condition 
requirements for collection materials in non-storage areas, to support my case 
for upgrading our ventilation systems.

Can any of the Pestlist geniuses help me out here?
