Hi Tina,
 
If you can find a vacuum that has variable suction so that you can
reduce the amount of air it draws, a gentle vacuuming will do wonders.
Computer keyboard vacuums are great for this purpose.  Just keep the
vacuum nozzle far enough from the feathers so that you are not
disturbing them, but just drawing up the dust.  It will help if you use
a soft fine art style painting brush to dislodge the surface dirt and
direct it toward the nozzle, always working the brush gently across the
surface of the feathers in the same direction as the vanes.  Good luck.
