Either type has to be well maintained and replaced immediately when worn. That's one of the problems with sweeps that I've seen at our historic sites and museums that I've assessed over the years.
Another big problem that I've seen over and over is that the sweeps weren't fit correctly in the first place and there are 1/4" to 1/2" gaps on either end by the door jambs. That's easily remedied by measuring correctly, and if installed by a contractor, making them correct the error before signing off on the project.
