I'm fairly certain it is a very old American cockroach egg capsule (ootheca), 
which may have been partially eaten by a mouse or something else a long time 
ago.  You are looking at the two rows of dried up eggs in the capsule.  
American cockroaches are infamous for gluing egg capsules to objects.
