Generally speaking open source security products are more secure due to the massively increased peer review. Provided you keep on top of security updates that is (although that's true of commercial and open source, and at least with open source the updates will definitely be free!) I'd recommend using distro packages for that reason, though.

When deciding whether a VPN is overkill you need to understand the alternatives your considering. Eg: Typically a VPN is used for remote access to your office from home or vice-versa. Alternative methods for doing this usually mean opening ports for direct access in ways that are horribly insecure, or the default alternative of just not bothering because its too much hassle. In both cases a VPN is better, and OpenVPN is as good a solution as any (and better than many).
