Ubuntu 8.04 comes with Wubi:
   www.wubi-installer.org
.. that allows Ubuntu to be installed as a standard Windows program. You still dual-boot, but it just shares the Windows drive, and avoids any repartitioning.

I've not tried it and have no idea if/how it allows access to the main Windows drive; I guess you'd probably still need a shared partition so maybe it won't gain anything. But I'll just throw it into the mix.
