Dear all, in 2005, the Academic Promotions Committee of the University of Technology Baghdad asked me for some assessment. During the process, I became aware of some publications by Dr. Mowafak H. Abdul-Hussin, among them:
Mowafak H. Abdul-Hussin: Design And Analysis Of Coloured Petri Nets. Journal of Al-Rafidain University College for Sciences, No. 17, 2005, pp. 64-92. A first look showed that this paper strongly resembles the work of Kurt Jensen on Coloured Petri Nets and had verbatim copies of different papers of Kurt Jensen. Therefore, I contacted Kurt Jensen who pointed out that this paper, in major parts, is a verbatim copy of the paper K. Jensen: Coloured Petri Nets and the Invariant Method. Theoretical Computer Science 14 (1981), North-Holland, pp. 317-336. and most of the rest are verbatim copies from K. Jensen: Coloured Petri Nets. In: W. Brauer, W. Reisig and G. Rozenberg (eds.): Petri Nets: Central Models and Their Properties, Advances in Petri Nets 1986 Part I, Lecture Notes in Computer Science Vol. 254, Springer 1987, pp. 248-299. Though the paper gives a reference to Kurt Jensen's 1981 TCS paper, it does not mention that it is a verbatim copy and that the results are not Mowafak H. Abdul-Hussin's original contributions. Altogether, this is a clear case of plagiarism. In December 2005, I contacted the head of the Academic Promotions Committee of the University of Technology, Prof. D. Kais B. Mirza, which was the only contact I had. I informed him that the above mentioned paper (and possibly some others, which I did not pursue further) is a clear case of plagiarism and asked him to deal with this issue. In response to that, Prof. D. Kais B. Mirza thanked me for my efforts and told me that he would contact the president of his university and that the president would form an investigation committee. He also asked for copies of the articles of Kurt Jensen, which I sent him in January 2006. I also asked to keep me posted on the outcome of the investigation and to make the results of the investigation known to the scientific community. This was the last contact I had. Since then, I tried to contact the Academic Promotions Committee two time in order to check the progress of the investigation (in April 2006 and in July 2006). But, I never got any response. After a brief consultation with Kurt Jensen in January 2007, we decided that I would write a last letter after which I should go public with this information on my own. In February 2007, I sent another email and a letter by regular mail to the Academic Promotions Committee of the University of Technology Baghdad, c/o Prof. D. Kais B. Mirza. I announced that I would go public myself in April, if I did not get any replies. Last week, I sent another email, this time to the president of the University of Technology, Baghdad (which basically contained this message). Since, I did not get any reply by now. I can no longer be silent and make this case of plagiarism known to the scientific community. This announcement will also be included in the next issue of the Petri Net Newsletter.
