They are suppose to be in KSPSetFromOptions() (virtually all look ups are "suppose" to be in SetFromOptions()) but a combination of 1) our laziness and 2) sometimes something is not in the right state at the time of SetFromOptions() to handle a look up (these are hard to deal with).
