As I think I might have mentioned, it looks like the fortran interface
for DMPlexConstructGhostCells() is missing. Any chance one could be added?
If adding these fortran interfaces is a simple and consistent sort of
thing, I'd be happy to have a go at adding them myself if I come across
any more missing ones. I couldn't spot anything obvious in the git log
about how previous ones have been added though.
