   Yup. That library is petsc4py :-)  We want to try to have as much as 
possible the same API in petsc4py and PETSc so the question is if we provide 
the API all the way in PETSc or just petsc4py. For consistency across libraries 
it might belong in PETSc, plus it might actually be useful directly in C/C++ so 
it may belong there.
